Golden Overlook Metropolitan District (the “District”) is a Title 32 Special District that has been established primarily for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, water, sanitation, safety protection improvements of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the City of Golden on August 14, 2014, as amended by the First Amendment to Service Plan approved by the City of Golden on June 30, 2023 and as may be further amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Golden, Jefferson County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Golden or Jefferson County does not provide.
The maximum amount of Bonds the District can issue is $10,500,000. Bonds may be payable from any and all legally available revenues of the District, including general ad valorem property taxes, fees, rates, tolls, penalties, or charges as provided in the Service Plan and Section 32-1-1001(1), C.R.S.
The District may assess a maximum debt mill levy for repayment of Bonds of 50 mills, as adjusted after August 14, 2014, to take into account legislative or constitutionally imposed adjustments in the method of calculating assessed value.
The District files an Annual Report to the City of Golden, the Jefferson County Clerk and Recorder, the Division of Local Government and the State Auditor.
The District’s boundaries overlap with the boundaries of: Jefferson County; Jefferson County R1 School District; City of Golden; and Urban Drainage & Flood Control District.
