2025 ANNUAL REPORT
GOLDEN OVERLOOK METROPOLITAN DISTRICT (THE “DISTRICT”)

As required by Section 32-1-207(3)(c), C.R.S. and Section VII of the Golden Overlook Metropolitan District’s Service Plan, approved by the City of Golden (the “City”) on August 14, 2014 and as amended by that certain First Amendment to the Service Plan, approved by the City on June 20, 2023, we present the following report of the District’s activities from January 1, 2025 to December 31, 2025.

1.                  Boundary changes made or proposed: No boundary changes were made or proposed during 2025.

2.                  Intergovernmental Agreements entered into, proposed, or terminated: No intergovernmental agreements were entered into, proposed, or terminated in 2025.

3.                  Copies of, and access information to obtain a copy of rules and regulations adopted: The District has not adopted any rules or regulations as of December 31, 2025. 4.                  Summary of litigation involving the District’s public improvements: To our knowledge, there has been no litigation involving the District’s public improvements.

5.                  Status of the District’s construction of public improvements: The District did not construct any public improvements during 2025. All public improvements have been completed. There are no further public improvements anticipated to be constructed going forward.

6.                  Conveyances or dedications of facilities or improvements, constructed by the District, to the City: The District did not convey or dedicate any facilities or improvements to the City in 2025. The Homebuilder constructed the following public improvements that were eligible for District financing and dedicated the improvements upon completion to the appropriate entities:

·            Water mainlines and the associated apparatus;

·            Sanitary sewer mainlines and the associated apparatus;

·            Storm sewer lines and pond C;

·            Retaining walls within City owned parcels; and

·            Right of Way improvements, including but not limited to roadways, sidewalk, and retaining walls.

7.                  Final assessed valuation of the District for the current year: The 2025 final assessed valuation of the District (for budget year 2026) was $2,857,519.

8.                  Current year’s budget including a description of the public improvements to be constructed in such year: A copy of the District’s 2026 budget is linked below. The Districts have no construction plans for 2026.

9.                  Audited financial statements for the reporting year (or application for exemption from audit): The District’s 2025 Audit is in progress. A copy of the 2025 Audit will be provided upon completion.

10.              Notice of any uncured events of default by the District, which continue beyond a ninety (90) day period, under any debt instrument: To our knowledge, there are no uncured events of default by the District which continue beyond a ninety (90) day period.

11.              Any inability of the District to pay its obligations as they come due, in accordance with the terms of such obligations, which continues beyond a ninety (90) day period: To our knowledge, the District has been able to pay its obligations as they come due.
